At the start of the Nov. 11 meeting, Troy McHarg, the town's commissioner of corporate services and town clerk, said the docu- ment laid out the "traits and characteristics" ex- pected from the future CAO. Getting council's en- dorsement means they can "hit the ground running" with the process to hire a permanent CAO. The CAO profile and competencies document was prepared by Robert Johnson from Organiza- tion Consulting Ltd., which solicited input from coun- cil members. Some of the points de- scribe the key responsibili- ties of CAO in the areas of leadership, management, and communications. There's also a bullet summary of key aspects of the candidate profile. "We've attempted to cover all key themes and comments that were made by members of council. I . think it does cover the themes that emerged from the stakeholder engage- ment process," Johnson said. The document also lists all the core competencies that the candidate should have, such as relationship building, political acuity, results orientation, fiscal accountability and more. In addition to fiscal ac- countability, Coun. John Challinor suggested in- cluding fiscal or financial acumen "The ability to under- stand how an operating budget and a capital budget should be presented in a municipal environment and the ability to enunciate that to council, it's neces- sary," he said. "It's not solely the re- sponsibility of the treasur- er to do that." The leadership ulti- mately begins and ends with the CAO on financial matters, he added. And in terms of profile, Challinor and Mayor Gord Krantz agreed that the can- didate should have a track record of successful leader- ship roles within a multi- stakeholder organization "ideally in a municipal en- vironment."
